The US says it welcomes scheduling of opioids and new export controls on two fentanyl precursors, but then demands permanent scheduling and mentions 21 Chinese citizens arrested in August 2026 based on US intel and urges the death penalty. That’s not a diplomatic readout; that’s a pressure campaign.

The biggest gap is AI. China says “AI dialogue.” The US says both sides agreed to use the term “Super Intelligence” instead of “Artificial Intelligence,” and to create a US-China SI dialogue plus an SI incident channel. That is not a cosmetic difference. That is a framing shift. China is still talking about AI as a commercial and governance issue. The US is moving it into national security and existential risk territory.

What’s actually the same? Strategic stability based on respect, fairness, and reciprocity. Mutual support for G20 and APEC host duties. Iran must never have nukes. No tolls on international waterways. They were WWII allies. Pandas to Atlanta. And a military crisis-communication MOU is in the Chinese readout but absent from the US one. That omission matters.

These readouts confirm a tactical truce, not a strategic reset. The US is locking in deliverables and domestic wins. China is locking in parity and framework.
